This study aims at developing simulator media with a good quality. A software as simulator media had been designed simulator to the navigation device named ECDIS (Electronic Chart Display and Information System).

Research and Development (R&D) was used as a method in this study. Moreover, the development method was a modified model by Borg & Gall (1983). There were 4 steps of developing the simulator learning media: 1) Preliminary Study, 2) Design, 3) Validation and Revision, 4) Testing and Revision. These collected data: expert appraisal, Accuracy comparison to ECDIS,  teachers ability, students responses, heaving achievement.

The result of the data analysis indicated that the developed simulator media satisfies the good quality
