ABSTRACT. This research is meant to described the process and the results of developing mathematic learning device and investigated the effectiveness of the learning process using REACT strategy based on ethnomatematic.

The design of the study is a Research and Development using Four-D model that consisting of four stages namely Define, Design, Development, and Disseminate. The mathematic learning device developed are Lesson Plan, Student’s Worksheet, and Test Instruments. The subject of this research are two classes in VIIth grade. One as tryout class and another as implementation class. Both classes were given the same treatment. Based on the analysis of the data, it can be concluded that: (1) Using Four-D model to develop learning device using REACT strategy based on ethnomatematic meet the criteria of a good quality device, which is valid, practical, and effective. (2) Based on the results of the descriptive analysis, learning device using REACT strategy based on ethnomatematic is effective to teach the subject of square and rectangle. This is based on (a) Students mastery learning is good, (b) the ability of the teacher to manage the learning process is good, (c) the student’s activities is effective, (d) the student's response to the learning device and the learning process is positive.
