This research is a development research that aims to describe the development process and produce a good learning device and describe the effectiveness of learning by using the model of Learning Cycle 7E on Flat Side Geometry material in SMP class VIII. Trial of device in class VIII-B and implementation in class VIII-C SMP Negeri Unggulan Ohoijang. To produce  a good learning device of flat side geometry material, then validation of learning tools and good categorical results and learning test to know the practicality and effectiveness of instructional tools. The Items of questions arranged had complied valid, reliableand and sensitive.To know the effectiveness of using Learning Cycle 7E Model then apply the learning devices which had been arranged and collected data on the observation of the ability teachers manage learning is categorized a good minimum score. Students’ activity in every meeting was effective category. The responses from the students was positive, Classical learning mastery had been success. The students’ learning achievement had been success.
