The purpose of this study is to develop a learning media based on e-learning in digital systems courses in the department of informatics engineering, Surabaya State University. The tool developed is a web-based learning system with ISPRING supporting software with the e-learning implementation software is Moodle. In addition, this research experiment is a lecture aid that already exists at Surabaya State University, not a lecture. This research uses the Research and Development (R & D) development method conducted with empathy, preliminary studios, lecturing program units (SAP), SAP validation and revision of SAP devices, and testing of SAP devices on digital lecture systems in the informatics engineering department of Surabaya State University. The empirical trial design used in learning tools related to improving student learning outcomes is the One-Group Pretest-Postest Design. The results of this study indicate that the validation of the learning tools developed are: SAP 1, SAP 2, and SAP 3 in good category with an average value of 3.67. While the implementation of learning can be done with either category with an average value of 4.02. The percentage of student responses with an average grade of 3.56 indicates that students are happy and interested in learning based on e-learning in digital systems courses. Affective learning outcomes / realm of attitude consisting of honesty, discipline, responsibility and mutual respect get an average score of 82, including very good category. Cognitive learning outcomes / knowledge domain showed an increase with an average pre-test score of 64.8 and an average post-test score of 92.4. While psychomotor learning outcomes / domains of skills in digital systems courses involving several aspects include: Identification of analog signals digital signals, Designing logic gate concepts, boolean algebraic concepts, analyzing truth tables, number systems and the conversion of digital systems, the results of the analysis obtain an average average score of 4.8.

Based on the results of research on the development of e-learning based media in the learning process of digital systems courses majoring in information technology has been used as a medium of learning, has a higher level of learning outcomes compared to student learning outcomes with power point media, and student responses show interest in terms of access learning information data online.
