The purpose of this research is to make a good quality problem based learning tool and to analyze the effectiveness of problem based learning model. This research uses the method of development of 4-D model device adapted from Thiagarajan. Instruments of data in this study using learning device validation sheet, student response questionnaire, and various test result learning. The technique of taking data that is, that is validation, observation, and test result learn. The types of research are an experimental study that begins with the development of learning devices. Data analysis technique used descriptive analysis and quantitative approach. The findings of the study showed that the results of the validation of learning devices categorized well for all aspects and test results in the category of valid categories, the ability of teachers to manage to learn categorized well for each aspect and observation results of student activities in accordance with the time improved, students for each aspect. Learning tools that have been developed are included in the category of good quality and model of learning based on solutions applied in the effective category.
