Abstract
Higher educational institutions are increasingly moving toward the use of web based learning for their courses. The quality of web based learning should be given more attention. The aim of the study is to construct a set of framework that can be used for assessing web based learning model. The research methodology for this study was to review published studies and research on web based learning on higher education, the range of which included literature reviews and empirical research. The terms web based learning, online learning, online teaching, online education, online instruction, and online courses are used interchangeably throughout the article. No restrictions were placed on language or date. Searches were completed by April 10, 2018. Searches find that there is no universal quality standards for web based learning. There are various numbers of approach, models, frameworks and recommendations for assessing online learning. There are a lot of aspects such context, size of organization, and online platform that should put into consideration that makes no frameworks fit all contexts. This literature review concludes a set of framework that consists of 4 main areas for assessing online learning: 1) User Interface (UI) Design, 2) Learner interaction & engagement; 3) Instructional material; and 4) Assessment & measurement. This framework is not intended to be a rigid principles but it is open to further discussion.
